The above named NCO has served as Chief Clark to this Headquarters from January 1943 to date. During this period has shown outstanding ability, zeal and devotion to duty. He has been entrusted with TOP SECRET knowledge which has not been available to officers within the organisation. His personality and tact were of the utmost value during the long period during which this H.Q. was integrated with the U.S. Army. The quality of his work and the responsibility he has assumed have at all time been far in excess of the what is normally expected of one of his rank and appointment. I consider this NCO to have rendered outstanding service to his country and submit that it merits the award for which I recommend him.
