A search of TNA files brings up nothing. Most of the paperwork for Mentions was destroyed. What remains in Archives generally meets a narrow set of circumstances: such as awards to POW, awards witnessed by POW, personnel originally recommended for a higher award, etc.

I expect what details you already have come from the London Gazette.

    London Gazette : 4 April 1946

The KING has been graciously pleased to approve that the following be Mentioned in recognition of gallant and distinguished services in North-West Europe:—
    Royal Armoured Corps.
    3453604 Sgt.C SHEPHERD.

You could apply for copy service records and see with which unit he served in NWE. From that you could identify which unit's war diary might hold an answer - to see if there's any mention of him by name in that.

There might be a newspaper article about him, in local paper. Worth checking.

    Hi

Only a tiny fraction of MID recommendations survived the war. Unfortunately this is not one of them.

If it helps, service number suggests he was originally in Lancashire Fusiliers.
