If you know a unit or formation involved, the best place to look would be the war diaries. It's more likely to be mentioned in them than in regimental histories. Even so, it's pot luck what you will find; I've often found part or whole exercise orders but rarely any debriefs.

England 39-43 - 48th Highlanders of Canada Exercise Waterloo commenced and the men were cheesed off as they did all the walking and the Brass sat over their maps trying to figure out how to keep units from bumping into one another.
Exercise Waterloo commenced 14 June. Unit marched to Pebblescombe Hill-Bletchingly-Newdigate and then to the area North of Rusper. Bivouaced at 0200hrs. Marching next day via Horsham to Marlpost Wood arriving at 1715hrs. Rested 1 hour and moved to the area North of Washington. Arrived at 2100hrs and bivouaced. Exercise commenced at 0400hrs 16 June and the objective at Chantonbury Ring on the South Downs was attacked. BHQ established at Green Farm east of Washington. This was an exercise held in conjunction with tanks of the Royal Tank Regiment. Exercise ended at 1200hrs 16 June and unit returned to Kingswood by TCVs. Somewhere in England: June 1941
War Diary of CC Battery Royal Horse Artillery 1941 Bty took part in a large scale exercise WATERLOO in the area of the South Downs. A large number of troops took part, and the exercise was in the nature of a rehearsal for our main operational role. All vehicles of the Bty - less 2 M/Cs - returned under their own power.

Thanks very much for all the replies. Yes it was that exercise. My father was in the 7th Light Field Ambulance, part of 8th Armoured Division.
