Odd wheel ID?

I've seen this picture many times but never noticed the rear wheels on the truck. They look like solid metal to me.

Anyone have any more info?

Embarrassing.

Here 24" low profile tires are called 'All days" in street lingo. They usually last a couple of weeks at most before busting the tire and breaking the wheel.

 

I suspect it is a question of the corresponding operational area
