8 Infantry Training Centre was located at Queen's Barracks in Perth. I believe it was used for training the Jocks
Queens barracks Perth was the home of the Black Watch along with Dundee's drill hall - some were trained as commandos/paras etc Cheers

As far as I can gather "CTC" is "Combined Training Centre" - where all arms of the services received training in combined operations. There is a good website here - The primary task of WW2 Combined Operations was to plan for the invasion of mainland Europe following the evacuation at Dunkirk. It's synonymous with Commando raids and landings, landing craft design, training of personnel from the 3 services in amph and this page lists the actual CTCs known to the webmaster - COMBINED OPS TRAINING ESTABLISHMENTS I can't find No. 21 - but it could be any of the listed places (except those like Inverary - No. 1 CTC - and HMS Brontosaurus - NO. 2 CTC - that have numbers already). I could be totally wrong on all this but it's worth a look and possibly an email to the webmaster. Cheers Ian
