What does the insult flycatcher mean?

It relates to a post war incident where a drunk officer insulted a former SOE agent who wore his parachute wings on his left breast.

The SOE agent had parachuted twice into Nazi Germany on operations.

The incident was resolved with a written apology from the officer in question.

    Thanks
