The advance of Eight Army caused the base ports to deal with an exceptional volume of traffic. This threw a very considerable volume of work on the Docks Op Coy. Major Balfour was in command of the Company responsible for working most of the quays at Port Tewfik.

During the period of the advance his unflagging zeal, his outstanding technical knowledge and his organising ability enabled him to get record results from the Company under his command. Tonnages of military stores of all descriptions were handled with exceptional despatch and the rapid clearance and onward despatch to the Operational areas were very largely due to the tremendous efforts made by this officer.

This officer was in command of the Docks Operating Company which was responsible for working of most of quays in the Suez area. From personal knowledge I can say that the work of this officer officer under most difficult circumstances and at top pressure, was a very material factor in ensuring the smooth flow of stores and equipment through Suez for onward transport to Eight Army.

O.B.E.

This Officer has done an outstanding piece of work in the rehabilitation of the Port of GENOA. The fact that the port is not yet operating is due to circumstances beyond his control. The way in which he has overcome the many difficulties with which he was faced deserves the highest praise. The good feelings which exists between the Naval, Military Services and the Italian Authorities is largely due to his influence
