    ​Enclosure 19.

    Code Section.

    All telegraphic communications in code will be sent to this section for decoding by the Receipt and Sorting Section. Casualty reports and “dangerously ill” telegrams will be given priority and after decoding will be sent by hand to the Registration Section. A list of casualty phrases included in the Government Telegraph Code (of which 3 copies are available in the Section immediately on mobilization) is attached at Appendix A to this enclosure.

    This section will also encode and decode all telegrams for the branch, and a work book will be kept by each clerk showing brief particulars of the document decoded or encoded, time taken, disposal and date.

    Enclosure 20.

    Distribution Section.

    This Section will be responsible for the compilation of Casualty Lists for distribution to members of the Army Council, Personnel and Finance Branches of the Office, other Governments Department and Colonial Record Offices, Army Agents, the various sections of the Casualty Branch, etc. Distribution Lists on the lines of Appendices A & B of this enclosure will be drawn up on mobilization and the procedure as visualized will be as follows:-

    1 . A morning and afternoon distribution is to be aimed at. Twice a day therefore a clerk will collect from the Officers Main Index Section and the Other Ranks Main Index Section the lists these sections have prepared.

    2 . These lists, drawn up by numerous clerks working on various letters of the alphabet (clerks from all the sections will assist in rush periods) will require to be arranged into types of casualty, by regiments, with names in alphabetical order. A list distributed in the Shanghai Emergency is attached at Appendix C to this enclosure, and our lists on the lines of Appendix D will be of this type except that we may compile separate lists for Officers and Other Ranks. We will include presumptions of death, prisoners of war, escapes, repatriation, etc., but Peace casualties may be circulated in a separate list. We will not show sickness. Summaries will be circulated separately (See Statistical Section, Enclosure 29). The lists will be given consecutive numbers and will be headed “Not for publication”.

    3 . The draft list after a number has been allotted to it, will be sent for duplication, then proof read and passed to the Main Index Section (Officers and Other Ranks) where it will be carefully checked and returned. Sufficient copies will then be ordered to leave spares after distribution has been made.

    4 . A copy of each list distributed will be carefully filed, with a schedule attached showing what distribution has been made. In no case will the Section’s copy be allowed to pass out.


    The Section will also distribute lists, etc. on behalf of the Sections concerned, e.g. the summaries compiled by the Statistical Section.


    Note:
    It may be necessary as the war progresses to issue, in addition to the above lists, separate category lists showing, e.g. prisoners of war, deaths in hospital, presumptions of death. As at present visualised one list embracing all casualties, should be sufficient for all purposes.

    Enclosure 21.

    Officers Section - Main Index.

    Record Sheets.

    (a ) On mobilization, the record sheets (specimen at Appendix C to this enclosure) of all serving Officers will be sent to us, in their binders, from the personnel branches, and will be immediately re-arranged in strict alphabetical order by surname, irrespective of regiment; two binders for each letter of the alphabet except of course Q and X. Sheets of the same surname will be arranged according to personal numbers and not initials. Hyphenated names will be filed under the second name and another card (“Guide Card”) filed under the first name.

    These sheets will form the main index to Officers casualties and will be the Branch Officers’ Registry.

    (b ) On receipt from R of the personnel files of all newly appointed Officers, particulars will be entered on a new record sheet, embodied in the index and the files passed out.

    (c ) On receipt of the returns to be sent to us by units (See Appendix A to this enclosure), the particulars on the record sheets will be checked and, if necessary, amended.

    NOTE:
    The above instructions will give us the regimental particulars and address of next of kin of every officer who serves during the war. The order of work is shown at Appendix B to this enclosure.


    Procedure.

    1 . The Main Index is of course the pivot on which the whole branch works. All casualty reports after being registered are recorded in the Main Index after the Sheet is identified. If a sheet cannot be found or there is any doubt as to identity, the casualty will be entered on the clerk’s query list, and investigation taken up later. Speed in passing the report to the clerks dealing with the casualties under the letters of the alphabet allotted to them is essential. As each casualty is recorded on a sheet the clerk will initial or make his mark agains the name on the report and when he has completed the names beginning with the letter of the alphabet for which he is responsible, he will pass it to the clerk on the next binder. When all Officers’ names have been recorded either on a query Sheet or on a Record Sheet, the senior clerk will check off the report to ensure that every Officer casualty has been marked, and then pass it to the Other Ranks Main Index if Other Ranks are included, or to the Registration Section for p.a. if the report contains Officers’ names only.

    The clerks will also insert on their Query Lists any “incomplete” reports, e.g. if the report shows evacuation from a hospital in a theatre of war to the base etc. and no casualty has been recorded previously on the sheet. “Incomplete” reports will be entered on the record sheet as well as the Query List and the letter “Q” inserted in pencil.

    The senior clerk will investigate the queries and by reference to Army Lists etc. clear up identity cases. Incomplete reports point to an officer’s name in a previous report having been missed and search back in the Registration Section may be necessary. If necessary the query will be raised on a minute sheet and passed to the Correspondence Section for enquiry to be made of the sender.


    2 . After the casualty has been recorded the next-of-kin usually has to be informed. Each clerk on a set of binders is supplied with a block of numbers for allotting to files. If the record sheet does not show that a file has been opened previously, he will open one (see specimen at Appendix D to this enclosure). He will insert the number he has allotted the Officer in the “bird cage” on the cover on a minute sheet which he encloses, and also on the record sheet. The Officer’s particulars will be inserted on the cover. On the minute sheet, he will copy the exact working of his entry on the record sheet and add the address of the next-of-kin. The file will be passed to the Correspondence Section, who will notify the next-of-kin.

    If the record sheet shows that a file has already been opened for the Officer, a minute sheet only will be sent to the Correspondence Section. In this case, the Officer’s particulars will be inserted on the minute sheet as well as the file number. The Correspondence Section will be responsible for the custody of the branch files.


    3 . The next step by the clerks on the binders is the listing of casualties for distribution. Although very report has to be entered on the record sheet, once a casualty has been listed by the clerk he must be careful not to list the same casualty again, e.g. when an Officer is wounded in a Theatre of War the clerk will card the telegraphic report from the 2nd Echelon and list it for distribution. But if the Daily return from the 2nd Echelon (A.F. W.3013) confirms the telegraph report in every respect the casualty will not be listed again. The same casualty will again be reported by the General Hospital (A.F. W.3034) to which the Officer may be admitted, also by the 2nd Echelon in their Hospital Return (A.F. W.3035). If the wounded Officer becomes dangerously ill in a C.C.S. or General Hospital we shall receive a further telegraphic report and the General Hospital will also record progress in their weekly return (A.F. W.3034A). These reports will all be recorded on the record sheet and the Correspondence Section informed as in para.2 above so as to keep the next-of-kin posted. Corrections will, of course, be listed and any changes, e.g. Officer listed as wounded is subsequently reported by telegraph from a C.C.S. to be dangerously ill and the follows a further telegram stating he has died of his wounds. The first telegram will not be listed but the second one reporting the death is a new casualty and will be listed as “Previously reported wounded, now reported died of wounds”.

    The clerks on the binders will, for the convenience of the Distribution Section which will collect the lists probably twice a day, arrange the names on their lists as nearly as possible in alphabetical order, one sheet for each regiment. The source of the report will also be shown on the list. When the Distribution Section returns the list for proof-checking, the list number will be entered on the Record Sheet against the entry of the casualty. These lists will be distributed to all concerned by the Distribution Section, to Members of Council, Agents, Dominions, Colonies, other Government Departments, etc. They will also form the data for the Publication Section, the Statistics Section, and the subsidiary index Sections to work on. Their importance cannot therefore be too highly stressed. A specimen list for which this Section wil supply the draft as above in respect of offices is show at Appendix D to enclosure 20.


    4 . Enquiries.

    All enquiries from the various sections for latest information of an Officer will be accompanied by an action sheet (specimen at Appendix 2 to enclosure 25) on which the clerk will insert the latest information and quote the number of the branch file which can be procured if necessary from the Correspondence Section by the section making the enquiry. Action sheets received from the Officers’ Correspondence Section will entail opening a file if no previous file is recorded. Enquiries from the enquiry room will be received on Enquiry Forms (specimen at Appendix A to enclosure 27).


    5. Miscellaneous.

    Presumptions of death received from the Missing and Presumption of Death Section will be carded and listed for distribution. Location of graves received from the Correspondence Section will be carded. Lists of Prisoners of War and their movements will be carded and listed if applicable as at para. 3 and action taken as at para. 2 in respect of notifying next-of-kin. Numbers of W.O. registered files opened for deceased Officers will be inserted on record sheets (lists of these will be received from the Correspondence Section). Lists for publication received from the Publication Section will be carefully checked before returning. (“P” will be inserted, with the list number against the entry on the Record Sheet).

    Officers Correspondence Section.

    1 . The most pressing work of this Section is of course the notification of casualties to the next-of-kin by telegram. The B.M. or the Minute Sheet containing particulars of the casualty will be received from the Main Index Section and the telegram will be despatched immediately, a copy being placed in the B.M. which will then be p.a. (These files will be kept in this Section arranged according to serial number and there will only be one file in use throughout the war in respect of each Officer. Every entry made in his record sheet in the Main Index will be in his file as well.)


    2 . Lists of deceased Officers will be sent to R. for War Office Registered files to be opened for each Officer. On return the files will be circulated to the branches concerned, a list of which will be drawn up on mobilization. The lists will be sent to the Main Index Section for the War Office registered file to be acted on the record sheets of the Officers. (If it is decided by H.M. to send a Message of Sympathy to the next-of-kin, lists will be sent to the Palace as desired, see Appendix C to Enclosure 14.)

    3 . Location of graves will also be notified by letter to the next-of-kin by this Section (see Appendix B to Enclosure 14 extract from Section 67 F.G.R.) The branch file will be passed to the Main Index Section for the grave location to be noted on the record sheet.


    4 . The wording of the telegrams notifying casualties to the next-of-kin is shown at Appendix A to this enclosure. Dangerously ill telegrams will be worded as at Appendix B to this enclosure. Under Office Instructions all telegrams have to be confirmed by letter and if this is practicable under war conditions endeavour will be made to carry out this instruction.


    5 . Applications for permission to visit hospitals from Officers’ relatives will be dealt with in this Section (see Appendix D to this enclosure.)


    6 . The handling of Correspondence will, in general, follow the procedure outlined at Enclosure 25 for the Other Ranks Correspondence Section. To each letter this Section will attach an action sheet and pass to the Main Index Section for insertion of details including the branch file number if one has been opened. The replies to enquirers will be based on the forms used by the Other Ranks Correspondence Section (see Appendices 3 to 16 to Enclosure 25) but typed “directed” letters will probably be sent instead of printed or “ronec’d” forms.


    7 . Presumption of death will be the responsibility of the Missing and Presumption of Death Section, but that Section will required the branch file showing the Officer’s full casualty record. Care will be taken to record the transit of such files by inserting slips in the bundles where the files would normally be kept.

    Enclosure 23.

    Officers Section - Subsidiary indexes.

    The necessity for these indexes, specimens of which are shown at APPENDICES A, B and C to this enclosure, is explained in Note 2 of Enclosure 16. The Missing and Prisoners of War indexes are the responsibility of the Missing and Presumption of Death and the Prisoners of War Sections respectively and are set out here merely for convenience. Both these indexes and the Dead Index will be compiled from lists of casualties circulated by the Distribution Section, but any lists of Missing or Prisoners of War compiled will be subjected to a final check by the Main Index Section. Locations of Prisoners of War will require to be inserted by the Main Index Section in any list drawn up for Regimental Association Gift Funds, etc. for it is the intention that these subsidiary indexes should only record regimental particulars, date reported Missing, Dead, or Prisoner of War and the date of Presumption of Death, or Repatriation, i.e. date of ceasing to be Missing or a Prisoner of War. Next-of-kin will not be inserted. The sheets will not be arranged as in the Main Index, but will be by Regiments, with the names in alphabetical order. Sheets bearing the same surname will be arranged by order of initials. Hypenated names will be arranged as in the Main Index, i.e. Guards cards will be used.

    To enable the Missing Index to be a true picture, the record sheet of each Officer who is presumed to be Dead or who is perhaps later Reported to be a Prisoner of War will be removed from the Missing Index and placed in the Dead, or Prisoner of War index after the relevant entry has been made on the sheet. Similar action will be carried out with the Prisoner of War index and the Dead index.

    R. CASUALTIES
    “P” SECTION INSTRUCTION NO. 1.
    MAIN INDEX.


    Casualty reports will be received from the following sources:-

    1 . By telegram.
    2 . On Army Form W.3016 (From Records).
    3 . On Army Form W.3014 (Daily Casualty List) from 2nd Echelon.
    4 . On Army Form W.3015 (Daily Hospital Return) from 2nd Echelon.
    5 . On Army Form W.3034 (Daily Hospital Return) from General Hospitals.
    6 . On Army Form W.3034A (Weekly Hospital Return) from General Hospitals.

    The procedure in dealing with these reports should be as follows:-

    Record.
    1 . After making sure that there is not already a record sheet prepare a record sheet and enter particulars of
    (a ) Name, Rank, Army Number, address of next-of-kin (town only) where given, particulars of casualty, source of information e.g. telegram (T Number), Army Form number etc.

    Casualty Lists.
    These lists, which should be posted as entries are made on the index cards, should contain only entries as regards Dangerously ill, Wounded and Deaths.
    The entries should be made alphabetically and a separate sheet used for each regiment. The list should indicate whether the casualty occurred at home or abroad and if abroad particulars of the stain should be given, e.g. Expeditionary Force, India, Egypt, etc.
    These lists should be passed daily to the Distribution Section and contain all casualties recorded during the preceding 24 hours.
    Before passing the lists to the Distribution Section the entries should be checked by an experienced officer.
    As each entry is made on the Casualty List the letter “L” in blue pencil should be inserted against the corresponding entry on the Record Sheet. When the Distribution List is received its number in blue pencil should be inserted on the relative Record Sheet.
    If a casualty is listed as “Dangerously ill” and later reported “Died” a reference should be made on the last list to the number of the list in which previously reported e.g. Previously reported on L.10 as Dangerously ill.

    Check.
    2 . Absolute accuracy in compiling these records is essential and to ensure this at least 10% of all entries on record sheets and casualty lists should be checked. An experienced officer should check all entries made by the newly appointed clerks until satisfied that they are capable of working alone.

    Filing.
    3 . As soon as a record sheet has been prepared and the entry made on the Casualty List the record sheet should be filed in a binder. Sheets should be arranged in alphabetical order by surname and initial irrespective of regiments. Sheets with the same surname and initial should be arranged according to Army Numbers.

    Hyphenated names.
    Hyphenated names should be filed under the second name and another card (Guide card) filed under the first name. The name, rank, unit and Army number need only be entered on the guide card with a cross reference to the main record sheet.

    Telegrams.
    4 . As soon as recorded and checked, telegrams should be passed to the Correspondence Section for re-wiring to the Officer i/c Records concerned.

    Other reports.
    5 . As soon as all entries have been recored and checked this reports should be returned to the Registration Section to p.a.

    Queries.
    6 . In doubtful cases where an entry on a report is not sufficiently clear the entry should be marked with the letter “Q” and a note made on a query sheet. A senior clerical officer should deal with all queries. When queries are cleared up the sheet should be passed to the clerk dealing with the particular letter of the alphabet for recording and the entry in the query sheet cancelled and initialled.

    The officer dealing with queries should satisfy himself that a record sheet has been prepared in respect of all case he clears up and that the necessary entries have been made on the daily casualty list.

    Other Ranks Section - Correspondence.

    1 . All correspondence and telegrams will be received from the “Receipt and Sorting Section”.


    2 . Sorting of Correspondence
    All letters will be scrutinised by a responsible official, the salient points underlined with blue pencil, and sorted into the following categories:-

    (i) Letters not containing sufficient information to enable the soldier to be identified.
    (ii ) Letters from relatives and others requesting information as to a soldier’s present location or complaining that no news had been received from the soldier for some weeks.
    (iii ) Letters containing specific requests for particulars of casualties.
    (iv ) Letters containing
    (a ) Information regarding unreported casualties;
    (b ) Requests for Presumption of Death (in order to draw insurance monies, etc.);
    (c ) Requests for permission to visit “Dangerously ill” cases;
    (d ) Enquiries regarding matters other than those referred to above.


    3 . Disposal of Correspondence.

    Category (i )

    Letters in this category will be returned to the senders with Form “A” (see APPENDIX 1). They will not be registered or given a serial number.

    Categories (ii ) - (iv )
    An Action Sheet (see APPENDIX 2) will be attached to each letter, which will be stamped with a serial number*. The Action Sheet and letter will then be sent to the Card Index Section for
    (a ) insertion on the Action Sheet of the latest information (or such of the desired information as is available) recorded on the relevant Record Sheet; and
    (b ) insertion on the Record Sheet of the serial number.

    * No register of correspondence will be kept by the Correspondence Section. The reference to a soldier’s Branch File can be obtained from the Record Sheet.

    (Note: If the Record Sheet contains any earlier serial numbers, the first or earliest serial number will be indicated on the Action Sheet, for the serial number allotted to the first enquiry respecting a soldier will constitute the reference number to that soldier’s branch file and letters will always bear such reference, e.g. 1948 (R. Casualties). )

    When (a ) and (b ) have been completed, the Action Sheet and letter will be returned to the Correspondence Section. If there is not indication on the Action Sheet of any previous enquiry, a .B.M. (specimen at APPENDIX 17) will then be opened and the serial number clearly written on the outside cover. If the Action Sheet indicates that there is already a B.M. for the soldier in existence, then that B.M. will be obtained and the fresh correspondence placed in it. There will be only one B.M. in respect of each soldier, and the reference number will be the serial number of the first enquiry. Action on the following lines will now be taken:-

    Letters in category (ii ) will generally be disposed of by Form Letters on the lines of APPENDICES 3 and 4, but if a casualty report has been received respecting the subject of the enquiry one of the Form Letters adopted for replying to enquiries in category (iii ) will be used.

    Letters in category (iii ) will generally be disposed of as follows:-
    (a ) Where it is possible to give a definite reply without making further enquiries.
    Form letters on the lines of APPENDICES 5 - 7.

    (b ) Where further enquiries are considered desirable in the light of particulars given by, or in possession of, the applicant.
    Form letters on the lines of APPENDICES 6 - 13.

    Letters in category (iv ) (a ). It may be necessary to make enquiries of the Record Office, the Base, etc. in order to obtain verification of the unofficial reports. Form Letters on the lines of APPENDICES 14 - 16.

    Letters in category (iv ) (b ), together with the Action Sheets and B.M. covers bearing serial numbers, will be passed to the Presumption of Death Section for action. A slip, under the following headings, will be made for each B.M. so passed, and normally filed, see paragraph 6.


    Date. Serial No. Army No. Name. Regiment. Subject.

    Letters in category (iv ) (c ) will be dealt with as in APPENDIX B to enclosure 22.

    Letters in category (iv ) (d ). It will no doubt be found that most letters under this heading will follow well defined lines to which stereotyped answers (in the shape of Form Letters) can be sent. Form Letters for use in replying to enquiries in this category will therefore be introduced as soon as possible after the setting up of the Casualty Branch.


    4 . It should be particularly noted:
    (i ) That the APPENDICES to these instructions are not to be brought into use without the consent of the head of R. Casualties. It is possible that they may require amendment in view of the situation at the time. They will, however, serve as a guide to the type of replies to be sent to certain enquiries.
    (ii ) That steps should be taken as soon as possible after mobilization to obtain authority for the introduction of as many Form Letters or Stock Drafts as possible (on the lines of those in used in R. Records).
    (iii ) That the Form Letter or Stock Draft to be used must be indicated by the clerk in charge of the Correspondence Section or by a duly authorised deputy.


    5 . These instructions apply generally to telegrams, except that a reply should, as far as possible, be sent the same day by telegram. It may be necessary in some cases to sent a further reply, giving additional particulars, by post.


    6 . When an enquiry has been disposed of, the Branch File will be p.a. in the Correspondence Section (Other Ranks), where all Branch Files will be arranged in strict numerical order. Arrangements will also be made for the return to this Section for p.a. of the Branch Files sent to the Presumption of Death Section when no longer required by that Section for action.


    7 . Every possible effort will be made by the clerk in charge of the Section to ensure that all enquiries are dealt with on the day of receipt.

    Enclosure 27.

    Enquiry Room.


    1 . In the early stage of a War applicants for information regarding both Officer and Other Ranks will be interviewed in one room, but it will no doubt be desirable within a few months after mobilisation to arrange for two Enquiry Rooms - one for Officers and one for Other Ranks.


    2 . Each applicant will be required to complete an Enquiry Form - specimens at APPENDIX A to this enclosure. It is of particular importance that the degree of relationship should be stated in each case.


    3 . After completion by the applicant, the Enquiry Form, specimen attached, will be stamped with a serial number and will be taken by hand by a messenger direct to the Card Index Section concerned, where the desired particulars or the latest information will be inserted on the Enquiry Form, together with an indication whether the particulars so inserted have been notified to the registered next-of-kin. The form will then be handed to the Messenger who will take it direct to the clerk in charge of the Enquiry Room.


    4 . The clerk in charge will now take action on the following lines:-

    (A ) If the particulars inserted on the Enquiry Form have been notified to the registered next-of-kin.

    (i ) If applicant is a near relative, or is making application on behalf of the next-of-kin or a near relative.

    The latest information may be given to the applicant (including the date and cause (other than V.D.) of admission to hospital and name of hospital). In no case will an applicant to be told orally that an officer or soldier has been admitted for V.D.

    (ii ) If applicant is not a near relative and is not making an applicant on behalf of the next-of-kin or a near relative.

    Considerable discretion must be used in disclosing any information, but the following particulars may generally be given:
    (a ) Date and cause of death.
    (b ) Date when wounded, and very brief particulars of wounds (e.g. Gunshot wound - right leg, right arm, etc.)
    (c ) Date of admission to hospital and name of hospital. Information as to the cause of admission must generally be limited to either “wounds” (see (b ) above) or “sickness” - the nature of the disease should not be stated.
    (d ) Latest progress report (in “Dangerously ill” cases).



    (B ) If the particulars inserted on the Enquiry Form have not been notified to the registered next-of-kin.

    (i ) If applicant is near relative, or is making application on behalf of the next-of-kin or a near relative.
    The latest information may be given to the applicant - subject to the exception indicated at (A ) (i ) above.

    (ii ) If applicant is not a near relative and is not making an application on behalf of the next-of-kin or a near relative.
    Generally speaking, no information will be given to the applicant, but every application must be treated on its merits and with great discretion and tact. Any cases of difficulty will be referred to the head of the Branch or to his deputy.


    5 . The Enquiry Forms will be p.a. day by day in the Enquiry Room, and a daily record kept of the number of applicants.

    Enclosure 28.

    General Correspondence Section.

    This section will deal with the miscellaneous work of the branch which does not directly appertain to any particularly section. It will be under the direct supervision of the Staff Clerk and it is not possible at present to indicate the form of replies to be used. Most of the work will consist of liaison duties with other War Office branches, maintaining and improving contact with the various reporting authorities both at home and overseas, consultations with other Government Department particularly the Service Departments, Home Office, Dominions and Foreign Office, liaison with the various outside bodies administering to the troops e.g. the Red Cross Society and Regimental Associations, The various administrative questions, connected with the branch, e.g. pay, discipline, staffing questions, accommodation and office machinery etc. will devolve on this section.

    Much of the Section’s work will doubtless be conducted on War Office registered files but when branch files can be used it will probably be convenient to have a Section reference number e.g. “G.I.R. Casualties” and keep such files in the section when action has been completed.

    Enclosure 29.

    Statistical Section.

    The basis of all statistics issued by this section will be the lists distributed by the Distribution Section which will contain every casualty reported at Home or Abroad, except sickness, dangerous illness, and admissions to hospitals (the wound for which the admission relates will be listed.)

    The first summary is shown at APPENDIX 1 to this enclosure. It will be issued daily, distribution being made by the Distribution Section. It will snow the total casualties - all dates - reported in the previous 24 hours, distinguishing between Officers and Other Ranks.

    The second summary - APPENDIX 2 - shows the figures contained in Summary 1 but by Arms. One sheet will be necessary for each Theatre of War; one for Home (peace casualties) and one for Home (casualties by enemy action). It will not - as in Summary 1 - included totals to date.

    The third summary - APPENDIX 3 - shows the Battle casualties sustained by dates and will be issued as soon as practicable. It will show arms but will not distinguish between Officers and Other Ranks. Totals to date will be shown.

    The fourth summary, Officers (APPENDIX 4) and the fifth summary, Other Ranks; (APPENDIX 5) shows all reported casualties, by arms, a separate sheet for each Theatre of War and a sheet for Home casualties (including peace casualties) i.e. the same figures as the total figures in the issues of Summary 2, the only difference being that the casualties are classified further into causes of death etc.

    A specimen of Army Form W.3018, weekly return of admissions to hospitals at Home, is included in the Appendices to Enclosure 11. Extracts from this form, which is rendered to A.M.D.2., will be sent to us, for the issue of summaries of hospital admissions should it be found that these will serve any useful purpose. Hospital admissions in a Theatre of War will of course be found on the 2nd Echelon Hospital return. (Army Form W.3015).

    Enclosure 30.

    Prisoners of War Section.

    This section will be responsible for the two Prisoners of War indexes in the Officers and Other Ranks sections respectively - see Enclosures 23 and 25. It will be responsible for the compilation and circulation (through the Distribution Section) of all lists of Prisoners of War that may be required, and will conduct any routine correspondence in connection with these lists or the lists etc received from enemy sources. Questions of policy will be dealt with by the general correspondence section - see Enclosure 28. Enquiries concerning individual Prisoners of War from parents etc. will be dealt with by the Officers’ Correspondence and Other Ranks correspondence Sections.

    (Note: The main indexes will show movements of Prisoners of War and all lists or reports received will be passed to these Sections for carding).

    Enclosure 31.

    Missing and Presumption of Death Section.

    Enquiries regarding presumption of death will be passed to this Section (in a B.M. bearing a serial number) by the Officers Correspondence Section and the Other Ranks Correspondence Section. If it is considered desirable to register any of these enquiries in the War Office Registry the Officers or Other Ranks Correspondence sections must be notified.

    The form of replies to enquiries will generally be dealt with on the lines of APPENDICES 1 to 12 to this enclosure.

    This Section will be in charge of the two Missing indexes in the Officers and Other Ranks Sections respectively - see Enclosures 23 and 26. It will be responsible for the compilation of lists of Missing to be supplied to the Red Cross Society, Record Offices, etc, for enquiries to be made.

    Procedure will be based on the practice during the Great War which, briefly, was as follows:-

    After four months from the date of a Missing list, those accounted for will be deleted and a fresh list (2nd issue) compiled which will - in the case of Other Ranks - be issued to Record Offices whose duty it is to approach next-of-kin (This Section will approach next-of-kin of Officers). The Section will thus make full investigation e.g. enquiries addressed to 2nd Echelon, Depots, Red Cross Society, enemy countries, the various card sections. At the end of 7 months if the Theatre of War is near, or 10 months in an Eastern Theatre of War, names still unaccounted or will be submitted to A.U.S. for the acceptance of death for official purposes, together with a summary of evidence (both submission and summary of evidence will be made on Forms which will be printed after mobilisation). If approved, 2nd Echelon, Card Sections, Record Offices (for Other Ranks) and next-of-kin will be informed (Officers). (Card Sections will list for distribution).

    Publication Section.


    A decision as to whether casualties will be published, and in what form, has to be taken on mobilisation and our procedure will depend on this decision. As at present visualised we will issue daily lists to the Press. These (Monday to Saturday) will be stitched up weekly and published for sale by H.M.S.O. by the following Tuesday.

    The procedure will be:-

    1 . The Lists issued by the Distribution Section will be arranged in two Sections, Officers and Other Ranks. These will again be divided into categories of casualty, i.e. “Killed” will all be together irrespective of Regiment. Names will be alphabetical order and numbers of battalions will not be shown. e.g.
    The following casualties have been reported under various dates:-

    Officers Killed.
    Comery, Captain, A.F., East Yorkshire Regiment
    Davis, Lt., W.G., London Regiment

    Warrant Officers, Non-Commissioned Officers and Men Killed.
    Royal Engineers.
    Beaumont, 114734, Driver, B., (Muswell Hill, N).

    (If a large number of casualties occur among military personnel at Home through air raids, it may be decided to publish these by instalment. Policy may dictate also other precautions).


    2 . The draft lists after being given a number will be sent to the Other Ranks Index Section for insertion of the address (town only) of the next-of-kin, and checking of particulars and to the Officer’s Section Main Index for checking.

    Hi,

    Can you confirm the source of the document you’ve posted please? I presume it’s from U.K. National Archives

    I’d have thought this one would’ve been recorded in the official Casualty List as “killed while POW”. Hopefully a member will check the database on FMP and turn up the entry for you.

    If you don’t know anything else about the incident I’d post in the POW section as forum member Vitellino, based in Italy, may be able to assist you further. I note several mentions of ICRC so a Red Cross POW enquiry may also be helpful
