    Do I have this right?
If a player falls to the ground the officials determine immediately if he was fouled or if he either is faking it or just tripped on his own. If he was not fouled, play continues and he gets up and keeps playing.

If he was fouled, play stops and the official gives the guy who tripped him a yellow card. The fouled team then gets to kick the ball back into play with various rules determined by where on the field the foul occurred.

Not quite. The diver may also receive a foul.
"attempts to deceive the referee by feigning injury or pretending to have been fouled (simulation)", must be sanctioned as unsporting behaviour which is misconduct punishable by a yellow card."

More a Rugby man myself and on the whole the Worldcup just passes me by. This morning my wife asked her aged father if he was watching the World Cup at all, to which he replied, "why would I want to waste two hours of the life I have left, watching 22 Multi-Millionaires kicking a bag of air around a large field". He's a good old boy my father-in-law!

England won their first ever World Cup penalty shoot out, and progressed to the quarter finals.

And Colombia took over the mantle of being dirty South American cheats. What they did to that poor penalty spot was disgraceful.

Yes, I was surprised and disappointed by their cynicism.

I'm trying to learn the nuances of this game. I just watched the Colombians scuff up a spot that looked to be marked with a big patch of chalk about a foot in diameter. How does this give them an advantage? Won't the ball be placed someplace near the center of that big chalk spot?

By scuffing up the spot and its surrounding area the objective is to make it difficult for the penalty takers standing/supporting foot, if that gives way then the ball can be kicked anywhere, and also if the ball ends up being postioned higher or lower than the surrounding surface the balls trajectory will be altered.

    TD

Play of the day: Keeper sneakily scuffs ground, makes penalty save

If your standing foot (ie the other foot is the kicking foot) gives way this can happen -

Aha. I understand now. Thanks. That's pretty dirty. I thought it was to obscure the spot where the ball is placed.

Here is a pretty famous play from American football concerning the kicking surface. Very dirty (and very funny) but not against the rules at the time.

In days gone by, any deliberate attempt to change the condition of the pitch by a player could be punished by an immediate yellow card. I'm not sure if that is still the case.

At my old ground we had a referee who watched during the warm up for any goalkeeper who went about his penalty box and scuffed out his own personal markings, so he knew where he was when advancing towards an on-coming striker. He booked them straight away and caused quite a stir in doing so.

If that had been my pitch, I would have been straight over to the fourth official and suggested that if they didn't do something I would, and that this would involve my tractor in the process. :D
