That is exactly what they are. Quite a few of the houses that I saw on my visit to Rangoon had reused them as fence panels between brick pillars.
Also used in the desert campaign and usually attached to the sides of the trucks. They were used to help traction when bogged down in soft sand. Regards Tom
Look at pictures of Long-range Desert Group and the like in North Africa. Many wheeled vehicles carried one hanging on either side in case it got bogged in sand. Just beat me to it Smudger Jnr
Just seen some more used as fencing in Gauwhati, Assam, I wonder how much other stuff was left behind....
