Wow, 20 years! I remember sitting in a tent in the Lake District listening to the Tornadoes at play after dark and listening to it all unfold over the Radio 4 news on a little transistor radio.
Croatia has always striked me as the country that I thought had got their act together the quickest after hostilities due to, I suspect, them relying so much on the tourist industry. Parts of Bosnia and Kosovo look like that, especially Kosovo when I was there.

Unfortunately there is similar situation in some other places in the region. After so many years people are still divide. Bad economic situation in Vukovar doesn't make things any better.
