Hi, I’d guess it is the unveiling of a post WW1 memorial at a coastal location. If you could make out the cap badge - it will likely be a county regiment - it would be a big clue. You may be better posting this one on GWF? Steve
There is only one kilted officer which might suggest that he is a local dignitary who served in a kilted regiment; That isn't a Union flag on one side ? Could it be Canada perhaps ?
