I own one, a 1942 1903-A4 in as issued condition. Not too sure of the answer you seek.

The M1903A4 wasn't a great sniper rifle in my opinion. The Weaver M330C telescopic sight mounted on most A4's was only 2.2X, not nearly powerful enough for a true sniper rifle. On the other hand the Marine Corps' M1941 or M1903A1 sniper rifle was very effective. It was accurate and mounted the Unertl 8X telescopic sight which performed very well during the war. You could also be referring to pre-WWII '03 snipers that mounted the Warner and Swasey. These were also abysmal but had performed adequately in the trenches of the previous war.
