Dani, I understand what you are trying to say, but your English, whilst good, is making it a little difficult to understand and may make people take offence before they can understand your meaning.
What I think you are trying to say is that the way one country may react to another can be termed as a terrorist action, whereas they are reacting in the only way they know how to.
I don't recall the Iraqi army being called terrorists when the Allies went in, and neither do I recall the term being used liberally when Afghanistan was invaded. Now there are terrorist factions in these two countries as the minority that were displaced seek to regain control through the use of terror tactics.
The way they react and their use of terror tactics have clouded the original issues. it is their DRASTIC actions which make the rest of the world describe them as terrorists. They just don't seem to react or fight the way we do in the West.
However, there are terrorists now in places such as Afghanistan and Iraq, and they must be eradicated, but in other places the issue can be very hazy.
Dani, I understand your Eastern European views of the world, but please don't deliberately target the US as they aren't the only powerful country in this world with debatable foriegn policies: THERE ARE OTHERS.

    .
They are like rats they hide in the rocks and caves.

...and shops and houses, banks, schools, bars, etc, etc. Practically in all the mundane and ordinary places that you can think of too. The "cave dwellers" you mention rarely get the opportunity to do much on a global scale apart from make a lot of noise. I know - I've had first hand experience!

One major blow to any "terrorist" network is to cut off their publicity for starters - difficult to terrorise many people without press coverage! (imagine this mythical Al Quaeda "network" without such coverage).

Anyway, as I mentioned, I don't think this forum is really the place for such a discussion.

You are perfectly entitled to your view Dani. I was just trying to clarify what you were saying.
