Russian (I think) translation help please

I'm trying to use lockdown to go through my service and paybooks and try pick out little details I may have missed previously and to do more general research and see if any new sources have come up since I bought them. In a RAMC POW's book is the note below - he escaped January 1945 and was picked up by the Russians shortly after, with the date at the bottom I think this note must relate to this, possibly a note by the Russians he met or written by some one for him to use when he met them. My question about a Greek paybook got great feedback so I've got my fingers crossed for this one.

Would not a Russian writing a note for other Russians to read have used Cyrillic characters?

 

Finding it difficult to read the characters. It isn't Cyrillic but looks more like Russian written phonetically. There is the word for 'American' written towards the end - effectively Amerikansky

 

Which would suggest written by someone who wasn't Russian but was able to speak Russian

 

Thanks for having a look SDP, old writing can be difficult to pick out, at least with normal service book entries the words are English so if you can pick out bits the brain narrows down the options for the other bits - on this I'm lost

 

Hi! My girlfriend is a native Russian speaker.
basically it says this English soldier who was freed by the Red Army has right to travel to area where other British soldiers are all going.
Basically a free pass incase of check points etc etc.

Brilliant Alex - I can imagine getting free and meeting up with the advancing Red Army wasn't necessarily the end of a POW's problems so something like this to flash at everyone would help

 

It is the handwrtten form of Cyrillic as opposed to the typeset version you are probably thinking of.
