First Prize of 50 guineas was won by Corporal Leslie Ginsburg RE, later first Head of the Birmingham School of Planning: Eighth Army News undated c. 1944. “ (50 guineas was £52.50: a large amount for a Corporal) Yesterday ( 16/11/2017) the Secretary of State for Communities and Local Government in a written statement to Parliament (HCWS254) announced that he was writing “today… to start the formal process of intervention” to the local planning authority of Liverpool ( and 14 other planning authorities ) for failure to produce a “ Local Plan” under the Planning and Compulsory Purchase Act 2004.
