There is an article in Flight Magazine http://www.flightglobal.com/pdfarchive/view/1951/1951%20-%201690.html which mentions the "RAF Unit Garden Trophy".
The article is from 1951 and states that this is the ninth year of the show, which suggests that as the tankard is dated 1942, RAF Scampton won the trophy in the first year.

A further article http://trove.nla.gov.au/ndp/del/article/56826617 shows various trophies being presented at the Horticultural Show in 1948 (but these are not tankards).

My guess (albeit a wild one) is that individual tankards were presented to those involved.
