Help in identifying the rank/time period this hat was worn

Looking for some help in identifying (if possible) the rank of the sailor that would have worn this hat. I'm pretty sure it's an officers hat, but I am no expert.

I'm guessing it's an WW2 era what, but again I'll leave the identification of it up to the experts.
