    This document sets out the statutory criteria and general principles applied by the Secretary of State when deciding whether a building is of special architectural or historic interest and should therefore be added to the list of buildings compiled under the terms of the Planning (Listed Buildings and Conservation Areas) Act 1990. It also sets out the circumstances under which the Secretary of State will consider granting a request for a certificate of immunity (CoI) from listing in respect of a building under the terms of the 1990 Act.
