    Did this happen at the first investiture of the Victoria Cross in Hyde Park in 1857?
    Queen Victoria was putting the medals on from horseback and reportedly pinned one of the medals on Commander Raby through his flesh. In keeping with the spirit in which he won the award Raby did not flinch.

    This war caused more deaths proportionally than any other modern war and is reputed to have made polygamy a necessity in one of the participants in an attempt to restore their decimated population?

    Another clue:
    There is some overlap in time with a much more famous Civil War happening further North of this conflict of the South.

    Wait a bit...that quadrangular war with Brazil, Argentina, and one other (Bolivia? Uruguay?) vs. the ambitions of Paraguay? Happened in the 1860's, can't remember what it was called...

    You've got it close enough.
    The War of the Triple Alliance (Paraguayan war) ran from 1864 to 1870 and saw Paraguay battle an alliance of Brazil, Argentina and Uruguay.
    The most recent studies indicate that Paraguay lost between 60 and 70% of its population in this conflict. From a prewar population of between 400,000 to 450 000 only 150 000 to 160 000 Paraguayans survived, only 28,000 being adult males. In some areas the female to male ratio was 20 to 1.
    This war caused more deaths, proportionally, than any other war in modern history.
