Commander in Chief Certificate

    Family folklore has it that my wife's grandfather, Albert Victor Johnson (2nd Battalion Seaforth Highlanders, Army No 3322208) was mentioned in despatches, however I have been unable to find any record of this in the London Gazette. However Albert received the attached letter from Major Gray of the Seaforth Highlanders dated 19.6.1946 congratulating him on being awarded the Commander in Chiefs Certificate and regretting that this was not published before he left the service. Does this award refer to being "mentioned in despatches" or is the C-in -C's certificate something different entirely?
