With an identification. 3166, this example fell in German hands on May 11th 1940 and is seen here at the Citadel of Liège barracks, captured by Pz.Jg.269. Several pictures of this vehicle can be seen in Spielberger's "Beute-Kraftwagen und Panzer der deutschen Wehrmacht" page47-48

Google 'Artillery Model Luger' Andy, and you'll find lots more on that extended barrel & drum magazine. If only that chap knew how much they'd go for 65 years later, he'd have put it straight into a velvet-lined box and sent it home .
Royal Engineers Captain (Commando?). I can't make out the shoulder insignia. Aren't they Royal Artillery collar dogs? Lanyard too..
They have similiar flaming bombs. I believe they are called 'Grenadiers' or something. I can never tell the difference if I'm honest. The lanyard could be with any unit, especially a officer for having a whistle etc attached. My old No.2 Dress had a blue lanyard which was Royal Signals but that was adopted from the Engineers (Royal Signals origins etc). He has some bino's around his neck but I can't make out whats above his left hand (It's not the end of the bino's is it)?
It is a styleised flaming 18th Century? grenade or bomb. I thought that the RA had the Ubique scroll underneath and the RE was just a plain bomb. Hmm, I can't make out what is in his left hand.
Ubique (Everywhere) is the Royal Engineers motto Ubique Que Fas Et Gloria Ducunt (Everywhere Right and Glory Leads) is Royal Artillery. Edit: Just checked google images and still can't tell the difference
