It's the amphibious form of the Jeep, the Ford GPA - otherwise known as the 'Seep'.
    Ford GPA amphibious jeep story

Seem to recall from W&T that an Aussie couple sailed the world in one called 'Half-safe'.

    Ah, here you go:

(Edit: - cross-posted with Owen & yogi above, sorry)

'This Amphibian is to be used on land operations only'

It looks like soldiers weren't trusted then either

I suspect it's a sutle warning that the vehicle is not sea worthy or ocean going just incase anyone thought it would be a laugh to take it on a beach somewhere.

    Cheers

That may well just mean - 'Don't take it in the Sea', considering the different lubrication, sealing & care required for salt-water, and the GPA's poor seaworthiness.
The Carlin's may have proved it was possible to go into the deep ocean in a heavily modified Seep but having just reread the W&T article, it was far from easy.

It may also just mean; 'This vehicle hasn't been waterproofed for ages'.
(sorry, cross-posted again, keep wandering off)
