I think it's Berlin ,at the "soldatenhall" (national monument for the soldiers killed in the war(s)). Date :probably in march (at the "heldengedenktag),before 1943(Rader was present,and he was fired in january 1943)
If I am not wrong,I have seen Hess,in this case it should be 1940 or 1941,on the other hand,before,there was something about the interrogation of POW (Russian or Yugoslavian ?),and then it should be 1942 If you are googling on Heldengedenktag,there is a picture (similar ? ) of Hitler reviewing troops in march 1940.
