Can anyone please enlighten me about this
I have the book in my possession

All I can say is it does what it says on the tin! I've never seen one available anywhere so it falls into the 'rare' category. There should be two volumes - one being the maps.

At risk of stating the obvious, Dempsey was the commander of Second Army, so it's not surprising that he signed, or was asked to sign, the copies that were issued.
