Can I ask if all serving soldiers from WW2 were entitled to receive/apply for The War Medal?

    Medals: campaigns, descriptions and eligibility

The War Medal is awarded to all full time personnel of the armed forces wherever they were serving. The medal was granted in addition to campaign stars and the Defence Medal.
To apply for the War Medal, you must have served at least 28 days between 3 September 1939 and 2 September 1945.
The colours of the ribbon represent the Union Jack.

My relative in question didn’t serve active overseas duty but was stationed along the east coast on anti-aircraft guns.

Would ribbons also be available through the same application?

Would any other medals apply too?

My father was awarded the War Medal and he didnt leave the shores of the UK, he was also awarded the Defence Medal. The medal office is there to ensure that each soldier is awarded the medals he/she is due, so if you have his service records they will normally tell you what his/her entitlement is OR contact the medal office and they will check the service record and issue the entitlement.

I think ribbons come supplied with the medals but you really ought to find a reputable medal shop who can put them together for you, and the right ribbon on the right medal.
The type of shop I mean is like this one that I know - Worcestershire Medal Service - Home Page they ribbonned and actually stamped the medals with name, rank and number, plus provided a proper box for them to live in.
