Educated (or even uneducated!) guessing starts here.

Three lions says England football to me, but then the Union Jack and Kings Crown?

GB Olympic football team, or British Army Football blazer badge maybe? (1930s/1940s).

Hopefully WW2 Talk football/Olympics/blazer badge experts will be along shortly.

    Kind regards, always,

    Jim.

I see a civilian blazer badge for some semi-official role. The quality is typical 1940's/50's.
England represented by three gold 'lions' on red. / Union Flag / Bishop's mitre - however it is odd to be at the bottom.
I would guess civic or cathedral staff or delegate.
