You're thinking about the AIR78 series of files at Kew. Here is where he should be.

Whoever scanned this page did TNA no credit. I took the liberty of downloading it and it's illegible.

    Regards,

Possibles based on very little info [Gibbon with initials T & P lived in Nottinghamshire 1970, born in 1920's - a guess]

England & Wales, Civil Registration Death Index, 1916-2007
    Name: Thomas Gibbons
    Death Age: 69
    Birth Date: 17 Jun 1920
    Registration Date: Jan 1990
    Registration district: Nottingham
    Inferred County: Nottinghamshire
    Volume: 8
    Page: 835

    Family tree details:
    thomas gibbons
Birth: 17 Jun 1920 - Sunderland, Durham, England
Death: Jan 1990 - Nottingham, Nottinghamshire, England
    Marriage: Apr-May-Jun 1944 (Apr 1944)

Others that has a forename starting with a 'T' have been discounted if they have a middle name that does not start with a 'P'

Not sure it helps - perhaps a death cert copy may provide address details to compare with the letter or perhaps a middle initial
